BULACAN – Former PHLPost’s Chief of Staff, now the Philippines’ first sovereign wealth fund Strategic Communications Manager, Marcos Ryan Palingayan Laurente, was named an outstanding alumnus in the crucial field of Public Administration and Governance at Colegio de Calumpit, formerly Calumpit Institute. This award, a cornerstone of the institution’s 78th Foundation year celebration, recognizes Mr. Laurente’s profound impact and exemplary leadership within the Philippine public sector.
Laurente’s career is marked by a consistent and rapid ascent into roles of strategic importance, often serving in key leadership positions that focused on national policy, project execution, and organizational turnaround.
“The principles of Public Administration and Governance are not just academic theories; they are a calling to serve, a commitment to upholding the public trust, and a responsibility to translate policy into action that genuinely improves the lives of our people.” Mr. Laurente said in a statement.
Laurente started his public sector journey when he joined the Provincial Government of Bulacan in 2005. At the Provincial Government of Bulacan, he launched a weekly magazine show aired at PTV4 that aimed to inspire residents, which received the “Anak TV Seal” distinction during his tenure. Laurente played a pivotal role in the country’s landmark National ID program (PhilSys) as a pioneer staff member, demonstrating his expertise in large-scale government project management, and was responsible for formulating and monitoring plans, policies, and guidelines for the PhilSys program.
In his capacity as PHLPost Chief of Staff, Laurente was a key figure in high-level corporate governance, overseeing the general affairs and business of all departments under the Postmaster General and CEO, thus bringing relevance to the post through the introduction of digital transformation and bringing back PHLPost’s presence in the international arena, particularly in Asia and the Pacific region.
“I share this award with every public servant who believes that effective governance is possible. I share it with the mentors who entrusted me with increasing levels of responsibility, often serving in key leadership capacities, which allowed me to grow,” Laurente added.
In 2023, Laurente was honored by Centro Escolar University as Outstanding Escolarian for Public Service and Government.
Laurente now joins the growing roster of accomplished officials of Maharlika Investment Corporation. Early this year, Ma. Gladys Sta Rita – Investment Vice President for Powers is recognized as a 2025 University of the Philippines Distinguished Alumni Awardee for Good Governance in Public Utility Development and Hydraulic Resource Stewardship, and Atty. Paul Salanga is cited as Top Legal Counsel in the Philippines by CEO Insight Asia.
