VIA GRAPHIC PLUS — On 11 February 2026, Ambassador ENDO Kazuya attended the handover ceremony for coastal radar systems with Department of National Defense (DND) Secretary Gilberto C. Teodoro Jr.
During then-Prime Minister KISHIDA Fumio’s visit to the Philippines in November 2023, Japan and the Philippines signed and exchanged notes for 600 million yen in Official Security Assistance (OSA) for the provision of coastal radar systems to the Philippine Navy, marking the first ever OSA project for the Philippines. A handover ceremony was then organized following the recent arrival of the said systems in the country.
In his remarks at the ceremony, Ambassador Endo highlighted that the systems are expected to enhance Philippine coastal surveillance and maritime domain awareness (MDA) capabilities, contributing to the stability in the Indo-Pacific region, while also welcoming the steady deepening of security cooperation between the two countries.
On the other hand, DND Secretary Teodoro expressed his gratitude for Japan’s support in modernizing the Armed Forces of the Philippines (AFP) and emphasized his commitment to continue close coordination with Japan in the security field.

Official Security Assistance (OSA) is a grant aid cooperation framework which provides equipment and supplies as well as assistance for the development of infrastructures to the armed forces and other related organizations of recipient countries. By enhancing their security and deterrence capabilities, OSA aims to strengthen Japan’s security cooperation with the recipient countries, to create a desirable security environment for Japan, and to contribute to maintaining and strengthening international peace and security.
