Over the past decade, the City of Biñan has undergone significant improvements, with various sectors contributing to its transformation into a more progressive and sustainable urban center.
Innovative policies, strategic investments, and strong leadership has led to steadily improving revenue generation that translated to more and better citywide delivery of basic services.
In 2022, revenues generated by the Biñan City government totaled P3,332,898,472.98. For CY 2023, Biñan City generated a total revenue of P3,412,008,408.02.
Of this amount, the biggest source of revenue came from local taxes (P1,461,690,489.77), followed by National Tax Allotment/formerly IRA (P1,232,743,207), Other shares from National Taxes Collection (P497,059,839.12), Permit and Licenses (P109,985,366.93), Service Income (P105,985,366.93), and other Income (P5,307.777.58).
The city’s poverty incidence began declining in 2021, when the number of individuals with income below the per capita poverty thresholds was at its lowest at 5.75 %.
INFRASTRUCTURE DEVELOPMENT
Improved revenues translated to key improvements in infrastructure development, as well as public facilities and utilities.
“We needed to continue improving our infrastructure to support economic activities. These include not only physical infrastructure like roads, bridges, and transportation systems, but also digital infrastructure that enables connectivity and innovation. By addressing these issues, we can create a more resilient and inclusive economy that provides opportunities for all Biñanenses to thrive,” said Vice Mayor Gel Alonte.
The enhanced roads and bridges have made transportation safer and more efficient. Expanded public school buildings provided better educational opportunities. Improved healthcare facilities ensured that more residents have access to quality medical care.
City officials revealed that these infrastructure projects have collectively improved the lives of over 400,000 residents of Biñan City.
ROADS, TRANSPORT
Over the past decade, Biñan City has seen major upgrades in its road network, easing traffic congestion and improving connectivity within the city and with neighboring areas.
Key infrastructure projects, such as the widening of major thoroughfares and the construction of new bridges, enhanced mobility and reduced travel time for residents and businesses.
According to Gel, the road-widening projects included roads in Brgy. Santo Tomas, Brgy. Langkiwa, and Brgy. Timbao.
The overall result is the improvement of traffic flow and the reduction of congestion in this traffic-prone areas of Biñan, making transportation more efficient for daily commuters, businesses, and emergency services.
“Wider roads accommodate more vehicles, reducing travel time and improving road safety. These improvements directly benefit approximately 50,000 residents in these barangays, as well as countless travelers passing through the city,” he said.
PUBLIC FACILITIES, UTILITIES
Investments in public facilities, including schools, healthcare centers, and sports complexes, have significantly improved the quality of life for Biñan residents.
The construction of modern public markets, barangay halls, and community centers has provided better services and amenities to the local population.
Gel said he plans to sustain the Smart City Development Plan of Biñan, integrating technology to improve public services and the overall quality of life, on top of promoting environmental sustainability.
One sustainable infrastructure project involves the establishment of a Hydroponics Facility as part of a farming initiative that aligns with the goal of food security and environmental stewardship.
“By continuing these initiatives and introducing new, innovative programs, I aim to honor the legacy of my family while forging a path forward that reflects the evolving needs and aspirations of our city,” Gel elaborated.
AFFORDABLE HOUSING
Environmentally sound policies of the Biñan City government advance another important aspect of public service—housing.
Biñan City’s Affordable Housing and Green Building Initiative Ordinance of 2024 demonstrates the city’s effort to address the housing needs of low- to middle-income families while promoting eco-friendly construction practices.
This initiative aligns with global sustainability goals and ensures that urban development in Biñan is both inclusive and environmentally responsible.
“We are committed to providing affordable and eco-friendly housing solutions to our residents. Our Green Building Initiative will drive the development of sustainable living spaces that are both affordable and environmentally friendly.”
Vice Mayor Gel firmly believes that a secure and comfortable home is a fundamental right, and it is the foundation upon which families can build better lives.

Driven by Biñan City’s growing population and the influx of workers from nearby cities, demand for residential properties remains high.
The Biñan City government has adopted a pro-active approach to identifying lands intended for low-cost housing, even as it upgrades residential areas with the building of schools, business enclaves, and recreational facilities.
“Through meticulous planning, our approach will not only sustain the gains of the past decade but also position Biñan as a model city for inclusive and sustainable growth in the years to come,” the Vice Mayor stressed.
GREENING & GREEN BUILDING
Demonstrating the City of Biñan’s commitment to environmental sustainability, Gel said environmental programs will be reinforced by more green initiatives, such as expanding renewable energy projects, increasing urban green spaces, and promoting sustainable transportation options.
“The city will continue to support the adoption of green building practices in residential and commercial developments,” he added.
Gel likewise mentioned that the city will continue to invest in public safety through improved law enforcement, emergency response systems, and community engagement in safety initiatives.
“Governance will be further strengthened by embracing digital transformation, enhancing transparency, and fostering greater public participation in decision-making processes,” he said.
Biñan has made significant strides in environmental management, particularly in waste segregation and recycling.
The establishment of Materials Recovery Facilities (MRFs) and the implementation of city-wide waste treatment plans have contributed to a cleaner and greener environment.
PUBLIC SAFETY & ORDER, TRANSPARENCY
“I will work to ensure that our Smart City Development Plan progresses, integrating technology to improve public services and the overall quality of life for all Biñanenses,” Vice Mayor Gel disclosed. “These programs promote the use of renewable energy and sustainable agriculture, contributing to the city’s long-term environmental goals.”
The city’s growth and development go side-by-side with strong public safety measures through improved law enforcement, disaster preparedness, and the introduction of community policing programs.

COMMUNICATION, COMMAND CENTER
The household population of Binan City as of 2023 is 476,017. Youths, comprising the ages of 15-29, represent more than a third (154,388) of the total household population.
Realizing that the youth represent the most productive segment of its overall population, the Biñan City government has designed a comprehensive communication program to reach them by way of traditional and social media.
As Vice Mayor, Gel has helped establish and made available to the youth communication channels essential for the effective dissemination of information.
The city government reaches out to the youths through the City of Biñan Facebook Page and through www.biñan.gov.ph—the official website of the Biñan City government.
Traditional channels of communication are predominantly used to reach the rest of the population. There is the Biñan Eye Bulletin, the official newsletter of the City of Biñan; Radio Biñan, the city’s official radio station; as well as subscriptions to magazines, newspapers, and bulletins; including the LED Wall found in the City Hall and the Old Municipal Building.
The City Government of Biñan has inaugurated the new Command, Control and Communication (C3) Center which houses Biñan City Disaster Risk Reduction and Management Office (BCDRRMO) headed by Maria Bonacua.
The three-story building includes the CCTV Monitoring Room with over 160 cameras that monitors the whole city, a call center, conference room and offices.

The City of Biñan’s ISO 9001:2015 Accreditation is a testament to its commitment to excellence in governance and public service.
“Achieving this internationally recognized standard demonstrates the city’s dedication to implementing a robust Quality Management System (QMS) that ensures efficient processes, consistent service delivery, and continual improvement,” said Gel.
He explained that the accreditation reflects Biñan’s focus on meeting the needs of its citizens through transparent, responsive, and high-quality governance.
It also underscores the city’s proactive approach to enhancing organizational performance, accountability, and public satisfaction, reinforcing Biñan’s reputation as a forward-thinking and well-managed city.
To sustain the momentum of infrastructure development, the Biñan City government will continue to invest in modernizing public facilities, expanding road networks, and improving transport systems.
There will also be a focus on integrating smart city technologies to enhance efficiency and connectivity across the city.
