Luzon Corridor could drive up to ₱2.9 trillion in economic output – JLL

VIA GRAPHIC PLUS | MAKATI CITY, Philippines — Southeast Asia’s young population, fast-growing digital economy, and new place in global supply chains are moving the region to the center of world growth, and the Philippines stands to gain through the Luzon Economic Corridor (LEC), according to new research from Jones Lang LaSalle (JLL) Philippines

Presented at JLL’s third-quarter 2026 media roundtable on October 28, the reports Southeast Asia: The Rewired Powerhouse and The Luzon Economic Corridor: A Real Estate Perspective estimate that construction of LEC projects alone could generate PHP 2.5 trillion to PHP 2.9 trillion in economy-wide impact, or 11% to 13% of 2025 Philippine GDP. The findings come as domestic growth slowed to 2.3% in the second quarter of 2026.

Southeast Asia: Zones Become Resilience Tools

JLL’s regional research points to three engines of demand: e-commerce, artificial intelligence, and electric vehicles (EV). Half of Southeast Asian countries are younger than the global median age of 30.6 years, and the Philippines ranked among the fastest-growing e-commerce markets globally in 2024, at 23.5%. The region’s EV market is forecast to grow from USD 4.5 billion in 2025 to USD 18.6 billion by 2030.

The region also faces new risks. About 60% of its crude oil imports come from the Middle East. In this setting, JLL finds that special economic zones are shifting from tax incentives to tools for supply-chain and energy resilience. Malaysia and Singapore’s Johor-Singapore zone, spanning 3,588 sq km across nine flagship areas, is the region’s most ambitious cross-border model.

The Philippines already runs one of Asia’s largest networks, with 436 PEZA zones hosting 4,437 locators and producing about 51% of exports. PEZA approvals reached about PHP 297 billion by the end of September, 99% of the full-year target.

“For two decades, Southeast Asia sat in the back seat while the world’s growth went to China and India. Trade fragmentation has changed that, and right now is the time for Southeast Asia,” said Yang Liang Chua, Head of Research and Advisory, JLL Asia. “Zones are no longer just about tax breaks; they are where investors buy resilience. For the Philippines, the question now is impact: net new investment, jobs and wages that last, and real links to local firms. The Philippines came later to the China-plus-one story, but that lets it see where the gaps are in the region and plug into them.”

The Luzon Economic Corridor: A Multi-Trillion-Peso Pipeline

The LEC is a trilateral initiative of the Philippines, the United States and Japan. It links Metro Manila, Central Luzon and CALABARZON, which together account for 50.3% of 2025 GDP and more than 35 million people. The corridor carries a total opportunity value of PHP 1.1 trillion to PHP 1.3 trillion (USD 17.6 billion to USD 20.7 billion) across 17 projects, including a proposed 212-km freight rail line linking the ports of Subic, Clark, Manila and Batangas.

Using the Philippine Statistics Authority’s input-output tables, JLL estimates the construction phase alone could deliver:

  • PHP 2.5 trillion to PHP 2.9 trillion in economy-wide GDP impact
  • 1.4 million to 1.6 million jobs
  • PHP 477 billion to PHP 560 billion in household income
  • PHP 38.6 billion to PHP 45.3 billion in real estate activity

“The economic numbers today are not where we want them to be, but look past them and the potential of the Philippines is still huge. The Luzon Economic Corridor is one of the clearest examples,” said Janlo de los Reyes, Head of Research and Advisory, JLL Philippines. “Our estimate covers construction alone. Once these projects are running, the effect on jobs, incomes and property demand will be larger still. These are multi-year, even multi-decade projects, but several are already underway, and those we can count on.”

Node highlights

  • Metro Manila (economic center): 15 corridor projects, led by the USD 4.1 billion Sangley Point International Airport, the USD 4.0 billion North-South Commuter Rail O&M and the USD 3.0 billion Metro Manila Subway O&M. Better transport should widen the office talent pool and lift residential and retail demand.
  • Subic (trade and logistics hub): 13 projects, led by a USD 3 billion to USD 6 billion Subic-Clark natural gas ecosystem. Logistics vacancy is 5.3%, with 156,200 sq m of new space due through 2028.
  • Clark (industrial and aviation hub): the largest pipeline at 25 projects, anchored by private industrial parks and airport-led cargo growth. Vacancy of 8.1% reflects new logistics supply.
  • Batangas (industrial and energy hub): 9 projects in one of the country’s most mature industrial markets. Rents remain stable at PHP 230 to PHP 350 per sq m per month despite 9.4% vacancy.

Developers can strengthen their position along the corridor and build townships around new rail and infrastructure. Occupiers gain access to talent and more affordable space outside Metro Manila, which may spread office demand across Luzon. Investors gain long-term value, while the government stands to benefit from broad-based growth, regional competitiveness, and tax revenue.
