The Governance Commission for Government-Owned or -Controlled Corporations (GCG) and the Armed Forces of the Philippines (AFP) committed to work closely together to enhance contributions to national development.

AFP Chief of Staff General Andres Centino paid a courtesy call to GCG Chairperson Justice Alex Quiroz (ret.) on 9 May 2023 at the GCG office in Makati City.

During the courtesy call, Chairperson Quiroz emphasized the importance of further strengthening the partnership between GCG and AFP.

The two officials talked about improving the coordination and communication between GCG and AFP to ensure effective implementation of national policies and programs.

They also exchanged ideas to enhance the performance and operations of Government-Owned or -Controlled Corporations (GOCCs) under the administrative jurisdiction of the Department of National Defense.

Among the matters discussed was the winding down of the AFP Retirement and Separation Benefits System (AFP-RSBS).

AFP-RSBS was a funding mechanism for the payment of retirement and separation benefits due to the members of the AFP.

It was ordered abolished by the Office of the President through Memorandum Order (MO) No. 90, s. 2016 to improve national productivity and reduce ineffective and inefficient spending of public funds.

As of Dec. 31, 2022, AFP-RSBS has retained a total net asset of P9.38 billion.

General Centino, on his part, thanked Chairperson Quiroz for the warm welcome and reaffirmed the AFP’s support of GCG’s mandate of ensuring good governance and accountability among GOCCs.
