VIA GRAPHIC PLUS — CIBI Information Inc. and the Cybercrime Investigation and Coordinating Center (CICC) have signed a memorandum of understanding (MOU) to strengthen public-private collaboration against financial fraud and reinforce the country’s defenses against increasingly sophisticated cybercrime threats.
Under the agreement, the organizations will explore how legally shareable records can be incorporated into the broader framework of the Fraud Intelligence Data Sharing (FIDS) Network, an industry-wide initiative established by CIBI and Fintech Alliance.PH to enable institutions to securely share fraud intelligence, identify suspicious activity, and strengthen defenses.
This reflects the growing recognition that fraud prevention requires a more coordinated and intelligence-driven approach. By expanding the flow of information across the ecosystem, participating institutions will be better equipped to identify emerging threats and strengthen fraud detection capabilities.
The partnership comes at a time of rapid growth in the country’s digital economy and financial sector. According to estimates from the Bangko Sentral ng Pilipinas (BSP), approximately ₱15 trillion in credit flows through the Philippine banking system, underscoring the importance of stronger safeguards that protect both consumers and institutions.
“Fraud is no longer an isolated challenge that institutions can address on their own,” said Pia Arellano, President and CEO of CIBI. “Threats today move across multiple platforms, organizations, and industries. Closer collaboration among financial institutions, regulators, and law enforcement agencies is essential to strengthening the country’s ability to prevent fraud before losses occur.”
Unlike traditional approaches that rely primarily on internal data, the FIDS Network allows participants to contribute to and benefit from a shared pool of intelligence. The addition of information from public-sector partners further strengthens the network by expanding both the breadth and depth of available information.
“FIDS was designed to help institutions integrate fraud intelligence into their decision-making processes so they can identify synthetic identities, suspicious activities, and other emerging threats more effectively,” Arellano said during the ASEAN Tech Summit 2026. “Strengthening the flow of information across the ecosystem enables organizations to make better decisions while protecting the people and businesses they serve.”
More broadly, the partnership reinforces a shared commitment to strengthening trust across the financial ecosystem. By bringing together ecosystem partners, the initiative aims to promote greater accountability, improve resilience, and strengthen confidence in digital financial services.
Looking ahead, CIBI sees greater participation in the FIDS Network from organizations from the public and private sectors as the initiative continues to expand.
